Health & Safety Manager £45,000

This is a truly exciting opportunity for a Health & Safety Manager with good experience of working on Top Tier COMAH sites to be part of a major redevelopment of a gas storage and pipeline facility on Canvey Island.
This bulk liquid hydrocarbon storage facility was built in 1986, and a major refurbishment and redevelopment project is due to commence late r this year. You will be working as part of a small but committed and proactive team and will report directly into the Managing Director.

In addition to day to day Health & Safety management, the role entails considerable liaison with the regulatory authorities and the strategic development of company H&S policies in line with existing and forthcoming legislation and best practice.
You will also need to have the ability to manage and balance interface projects to ensure their successful progression does not adversely impact on terminal operations.

Experience and Qualifications:

Level 6 HSE qualification
Experience of working with storage tanks and bulk liquid operations, along with experience of working on major capital contracts.
Experience of managing large capital budgets.

PURPOSE OF POSITION
• Control and manage a portfolio of Kitemark CE marking and Other Certification schemes
• To ensure the integrity of the schemes and service provided
• Responsible for independent judgement of certification recommendations
• Develop and work within targets and expectations
• Build strong relationship with clients and stakeholders to promote the company

KEY RESPONSIBILITIES & ACCOUNTABILITIES
• Review critical data, sometimes at the cutting edge of technology where no product standards or device experience exists, able to identify when additional external expertise is required, and qualified to make safe recommendations for the issuing of certificates
• Prepare documentation for panel submission
• Manage Projects allocated by Team Leader by drawing together necessary information, driving the project to meet time deadlines and where necessary appoint appropriate technical clinical or external reviewer to assess the dossier or technical file and making recommendations to the Panel
• Responsible for performing reviews of clients’ design dossiers or technical files ensuring compliance with regulatory and voluntary requirements
• Planning, performing and reporting Technical Audits both on and off the client’s premises
• Perform Certification Panel reviews of submissions to the Panel as required
• Ensure client liaison and discussion is of the highest value for the service provided.
• Ensure certificates reflect the scheme and client’s requirements, in order that the integrity of the scheme is consistently maintained.
• Present technical advice in relation to the scheme to clients, prospective clients, sub-contractors, other parts of the company.
• Maintain a high level of awareness of the changes in the standards field especially as regarding the voluntary and mandatory certification market in Europe and internationally.
• Analyse these changes and determine the impact they will have on the company and advise the appropriate action and ensure any scheme changes are clearly understood
• Provide technical advice/information for sales, marketing and client services to help them generate new business and maintain existing business
• Interface with industry stakeholders to discuss certification criteria and scheme parameters
• Develop and plan technically complex product services to clients in a way that builds the company’s reputation for service excellence.
• Manage the clients and their relationship with Product Services in order to maintain and develop the value chain within targets.
• Develop client liaison and discussion to ensure the service provided is of the highest value from application through to issue of licence or certificate and then continually if the client is subject to ongoing surveillance and/or testing, ensuring the relevant Conditions of Contract are followed.
• Understand the relevant directives, standards and specifications in support of the schemes and any compliance or regulatory issues that affect the administration of the schemes.
• Co-ordinate or undertake the evaluation of the client’s system to meet the scheme requirements. This may involve product testing, onsite quality management system and/or quality plan assessments, technical or design file assessments.
• Check assessment, test reports and other relevant documentation in order that sound judgements can be made for certification recommendation and be responsible for the integrity of the recommendation
• Effective communication to other Product Services staff, R&C, Sales, Marketing, Laboratories and MS Client Managers, including external sub-contractors and suppliers in relation to the schemes.
• Set priorities, to understand client needs, to take appropriate action in conditions of uncertainty and translate this knowledge into effective decisions
• Ensure Company Group Rules and local policies and practices are being followed and addressed as appropriate

KNOWLEDGE / SKILLS / ABILITIES
• Concepts and intent of Product Certification and service orientation
• Working in closely related industries covering one or more of the following, design, development, manufacturing, testing, evaluation or clinical use of product
• Knowledge of business processes and the application of quality management standards
• Awareness of assessment methodology and product evaluation techniques
• Conceptual and analytical thinking, efficiency and results orientation
• A team player and entrepreneur good at relationship building internally and externally
• Broad technical understanding of client industry products
• A good depth and breadth of technical, commercial knowledge is essential in addition to the client-handling and organisational skills required

EDUCATIONAL QUALIFICATIONS
• Generally a BSc or equivalent. However, where there is extensive industrial or medical device user experience other qualifications may be acceptable

The Person

  • Applicants will ideally be degree educated in Electronics or Electronic Engineering with a minimum of 2 years experience in the following discipline: medical equipment design and electronics.
  • They must have excellent communication skills as well as technical communication and vocabulary. They must also have an understanding of Conformity standards, and be highly organised with the ability to work on their own as well as be part of a team.
  • They shoud have a University Degree in Engineering, Engineering Technology or equivalent
  • 5 years experience in safety testing of devices according to IEC 60601-1 and various related particular standards as well as IEC 61010-1 for laboratory equipment
  • Additional standard experience like software (e.g. IEC 60601-1-4) and knowledge in Risk Management would be a plus
  • Experience in auditing according ISO 9000 (ISO 9001) and ISO 13485 would round up the profile
  • Detailed knowledge of the technical vocabulary to the appropriate discipline
  • Demonstrated ability to apply project-handling concepts in use in area of expertise
  • Good English and German communication skills

Reporting to the Engineering Director, you will take total project responsibility for managing the design, technical specification, liaison with the client, documentation, overseeing the build, FAT and organising installation and commissioning. Experience of certification and associated documentation would be useful, but not essential. Detailed design will usually be done by others, but you must have a sound working knowledge of AutoCad. Experience of process industry and hazardous area working is essential. The preferred candidate will have experience of diesel engines and/or electric motor driven equipment in power ranges from 30kW to 500 kW. You will also have a good knowledge of hydraulics & electro mechanical control systems. Previous experience in the Oil & Gas industry is essential.
